Public Hearing Notice – Notice of Update to the Access Control Plan for Management of the RFTA Owned Railroad Corridor

The Roaring Fork Transportation Authority (RFTA) is proposing some minor revisions to the 2023 Access Control Plan (ACP) and Design Guidelines (DG) for managing the RFTA owned Railroad Corridor. It is anticipated that the minor revisions will be reviewed and voted on by the RFTA Board of Directors at the March 9th, 2023 and April 13th, 2023 meetings held at the Carbondale Town Hall.

The Access Control Plan (ACP) and the Design Guidelines (DG) are used for management of the Railroad Corridor/ Rio Grande Trail in order to uphold and preserve the Railroad Corridor’s “railbanked” status and “designated trail” status pursuant to a Notice of Interim Trail Use (“NITU”) under 16 U.S.C. 1247(d), which was issued to RFTA by the Surface Transportation Board (STB).

The RFTA Board of Directors will hold two (2) public hearings to review and vote on the proposed revisions to the ACP and DG. The first public hearing will be held at the March 9th, 2023 meeting and the second public hearing will be held at the April 13th, 2023 meeting.

AVISO PÚBLICO – Aviso de Actualizaciones al Plan de Control de Acceso para la Gestión del Corredor Ferroviario de RFTA

La Autoridad de Transporte de Roaring Fork (RFTA) está proponiendo algunas revisiones menores al 2023 Plan de Control de Acceso (ACP) y las Directrices de Diseño (DG) para gestionar el Corredor Ferroviario de RFTA. Se anticipa que las revisiones menores serán revisadas y votadas por la Junta Directiva de RFTA en las reuniones del 9 de marzo de 2023 y el 13 de abril de 2023. Se llevará a cabo en Carbondale Town Hall.

El Plan de Control de Acceso (ACP) y las Directrices de Diseño (DG) se utilizan para la gestión del Corredor Ferroviario/Rio Grande Trail con el fin de mantener y preservar el estado de “railbanked” y el estado de “sendero designado” del Corredor Ferroviario de conformidad con un Aviso de Uso provisional de senderos (“NITU”) según 16 U.S.C. 1247 (d), que fue emitido a RFTA por la Junta de Transporte de Superficie (STB).

La Junta Directiva de RFTA llevará a cabo dos (2) audiencias públicas para revisar y votar sobre las revisiones propuestas a la ACP y DG. La primera audiencia pública se llevará a cabo en la reunión del 9 de marzo de 2023 y la segunda audiencia pública se llevará a cabo en la reunión del 13 de abril de 2023.
